Re-evaluating Quebec during their Election

IMHO Sun Media has done a wonderful job of covering the Quebec Election.  They have re-broadcast live english translated Leaders Debates that has brought the issues to English Canada for the first time. (I sent a thank-you to Quebecor for this and mentioned that one would have expected a taxpayer funded public broadcaster with a responsibility to promote national dialogue would have done this - but no.)

Finally, Michel Kelly-Gagnon - President of the Montreal Economics Institute had what I though was a brilliant suggestion to how to reform Federal Equalization Payments.  He suggests including a proxy that takes into account UNDEVELOPED Provincial Natural Resources in order to incent provinces not to "free-load" off others simply by refusing to develop up their potential and assume a position of natural moral superiority. This would help Alberta and encourage many other provinces to get off their "high horses".
